The Telecom Regulatory Authority of India (TRAI) on May 14, 2026, released the 'Rating of Properties for Digital Connectivity (Amendment) Regulations, 2026, further to amend the Telecom Rating of Properties for Digital Connectivity Regulations, 2024.
It shall come into force with effect from May 13, 2026.
The following has been stated:
• The amendments introduce additional half-star rating levels, expanding the framework from five to nine levels for better differentiation and comparison of digital connectivity standards across properties. TRAI has also allowed under-construction properties to apply for ratings through a phased assessment process involving “Designed For”, “Installation Completed For”, and final ratings after telecom services become operational.
• The regulations further refine the categorisation of property types to align assessment criteria with actual usage and digital connectivity needs. An optional Digital Connectivity Audit mechanism has been introduced to help existing property managers assess their current infrastructure and identify areas for improvement before seeking formal ratings.
• In addition, the Code of Conduct for Digital Connectivity Rating Agencies (DCRAs) has been strengthened to ensure greater independence and transparency in assessments.
• References to the earlier National Building Code (NBC) have also been updated to the new National Building Construction Standards (NBCS), 2026, issued by the Bureau of Indian Standards.
• The revised regulations will apply to property managers, DCRAs, In-Building Solution providers, and telecom service providers, to promote robust, future-ready, transparent, and non-discriminatory digital connectivity infrastructure across properties.
